Project Overview
Introduction
The Integrated Cadastral Information Society (ICIS) launched a province-wide initiative to enhance the accuracy of British Columbia’s digital cadastral data. Underhill was selected as one of three original consultants to support this critical infrastructure mapping project.
Project Challenges
The existing digital cadastre contained inconsistencies between title records, spatial data, and survey evidence. The project required precise reconciliation of legal property boundaries, advanced coordinate geometry, and robust data processing to improve accuracy and usability across jurisdictions.
Underhill’s Approach
Since 2003, Underhill has completed five ICIS projects, delivering COGO (coordinate geometry) and GIS-processed cadastral data across multiple regions. We used our proprietary software, Copan for Windows, for survey data adjustment and structured linework generation. Parcel attributing, BC OnLine LTO research, and GPS-surveyed cadastral ties were part of the scope—particularly in locations like Whistler where field verification was required.
Notable Outcomes
- Successfully compiled accurate cadastral data for five BC regions
- Delivered GIS-ready datasets in ArcGIS Geodatabase format
- Applied structured COGO workflows to thousands of parcels
- Enabled long-term improvements in land-use planning and property management
Technical Highlights
- COGO of property boundaries using Copan for Windows
- Parcel attributing and GPS field ties of property corners
- Legal Title searches via BC OnLine
- GIS structuring and processing in AutoCAD Map
- Delivery of ArcGIS 9.1 Geodatabase datasets
- Coverage includes:
- Texada Island
- City of Powell River
- Regional District of Powell River
- Wedgewood Townsite
- Resort Municipality of Whistler
Project Impact
Underhill’s work on the ICIS initiative significantly improved the accuracy and reliability of BC’s digital cadastral data. By applying advanced COGO workflows and GPS verification, we helped modernize property boundary records across diverse regions. Our contributions enabled better land-use planning, infrastructure development, and data consistency for governments and communities. This project showcases Underhill’s role in strengthening public infrastructure through geospatial innovation.
